Last time Hillary introduced a bill for giving gc to spouses of gc persons. They rejected because republicans think it will add hundreds of thousands new immigrants. Basically they do not want to add new numbers. Best time is at the time CIR lobbying can be done
H1-H1 couple can support status of each other (H1-H4 or H4-H1)
H1-F1 couple can support each other (H1-H4 or F1-F2)
But
GC guy can't support status if H1 spouse lost job and became out of status
GC guy can't support status if F1 spouse becames out of status
GC guy can't bring spouse from home country
UNLESS SPOUSE/Kids goes through complete F2A visa process (several years)
It can make life of GC spouse miserable (of course GC guy also). Imagine GC-H1 marriage, H1 out of status after loss of job. After loss of status, H1 spouse has to return, but GC spouse will try to remain in USA for own status and in hope to bring spouse back after getting citizenship.

While having Vayalar Ravi talk to US Govt. on social security taxes is a good idea having him talk about retrogression is a very bad idea.
Permanent residency and retrogression are internal affairs of US of A. USA and USA alone will determine who gets their PR and citizenship. Any foreign official touching that subject will be seen as infringing on this nation's sovereignity.
During the 60s USA wanted lot of doctors and imported them from India. Later on they started producing their own doctors and we know how difficult it is for an Indian doctor to emigrate now. I suspect computer programmers are the next. The current focus is on importing nurses and when they have enough nurses they will have the same problem..... Isn't life very fair ?

I applied for my EAD renewal during last week of Nov 2010, it took only 42 days to receive my renewed card. It got 2 years validity, validity starts from the next day of current EAD expiration date. Even though current card is valid for another 2 months, pleasantly surprised to receive the new card in USPS priority mail. Overall, job well done by USCIS as for as this EAD renewal in concerned.
My priority date is Jan 2007, not sure whether by extending it for 2 years USCIS is not expecting me to be current in the near future. Personally I am expecting to be current during this July - Sep time frame. Worst case at least it should be a touch and go scenario, fingers crossed.

The elimination of NC delays will reflect positively on many pending applications with earlier PDs.
One other such positive result can come by capturing lost Visa numbers, something that can potentially happen through the letter campaign. Let us hope it goes as planned.
Good point, new folks please note, one of the main reliefs IV is campaigning for with the letter effort is the release of the unused visa numbers. When you have time, please gather a few more letters signed by friends and colleagues. We need to push for this campaign to truly have an effect. Now is our chance!! :) Thanks!

To get a 3 year extension:
* I-140 needs to be approved, AND
* your PD in the current months VB needs to be retrogressed.
If I-140 is still pending, either it needs to be pending >365 days, or your LC itself should have been filed >365 days ago.

Thanks for your reply. My main question is, if I do the H1B transfer (to a company other than the one that filed my labor, 140, 485), who has to submit the application for my spouse's 485 (when the priority date becomes current), my new employer or the old one that originally filed my 485?

Degree may be from anywhere in world as long as the institute is accredited by local accredeting body. I checked U21 and really could not understand its legal status. It looks like a group of universities under one umbrella body. As long as you have a degree from a accredited university, you are fine.
Once again, you will need a Masters degree , a diploma will mostly not work (but check with attorney)

I have worked in a government agency part-time on OPT here in the US, and let's just say, more than half the time is spent away from desk, and outside buildings for smoke/coffee breaks. IT Projects that should not take more than a month or two to finish, linger on for years.

I don't think there is any restriction on other income till it is not from a breach of your visa status. You can earn income from a business as a passive partner, but not as an active owner while on H-1B or H-4.
